We highly recommend as a first step you have candid, direct conversations with your neighbors to let them know if they are disturbing you. Most of the time, people don't realize it. Other times, folks can become defensive or negligent in understanding and supportive in an agreeable resolution. Noise: A dog barking 24/7 or disruptive noise (even within someone's own home) that impacts neighbors, fall under the "nuisance" category of the CC&Rs. We all enjoy the peace and quiet of Plant 51 and want to maintain it. Sometimes folks might not realize just how noisy they are, and a simple conversation might solve the issue.
Pets: If you notice pet owners letting their furry friends roam off-leash, they're not just breaching the CC&Rs but also the City of San Jose ordinances. At times owners may be defensive and say their dog is friendly, but remind them it's not always about their dog, but the other person/other person's dog who may be uncomfortable. Be firm in stating this is a CC&R violation that carries serious consequences. Document the issue and provide the documentation to the property management company.
Mess: Packing boxes or trash in front of doors and/or in the hallway are not only an eyesore, but also a violation of both our CC&R and fire code. Feel free to document via photos and let the property management company know. Likewise, if you see a lack of cleanliness in public spaces, such as improper trash disposal or neglect in cleaning up spills or pet accidents on carpeting, don't hesitate to report them as well.
